Facilitators and Barriers to Higher Education Access Among Youth in Foster Care

Despite aspiring to enroll in college, youth in foster care attend at disproportionately low rates, relative to youth who have not been in foster care. This project examined the factors that could serve as barriers and facilitators to enrollment in college among a sample of 78 young adults who had been in foster care and were receiving support from an independent living program. Among other findings, fewer than half (42%) had received either a high school diploma or GED, while more than half (51%) had ever been arrested (26% were first arrested before age 15 years).
